case study:

Modernization of the Trademark and Trade Name Registry

Summary

The Puerto Rico Department of State (PRDoS) seeks to modernize its Trademark and Trade Name Registry (TMN) system. The PRDoS seeks to address outdated technology, enhance functionality, and streamline operations for external users, examining officers, and administrative staff. The efforts aim to improve user-facing functionalities while also upgrading back-end processes. Key updates for this modernization effort include but are not limited to transitioning from ASP.NET MVC 1 to a modern architecture incorporating REST APIs, a Vue.JS front-end, and enhanced data accessibility.

The project was executed over the course of four six-month phases, ensuring incremental delivery of functionality and alignment of PRDoS priorities.

challenges

  • The current architecture, based on outdated ASP.NET MVC 1, limits scalability and modernization.

  • External users and staff are using a platform with limited functionality and usability as well as interfaces and accessibility standards that are not intuitive not easy to use

  • Processes and external and internal users are manual or outdated leading to delays in application evaluations, notifications, and regulatory compliance

  • Legacy operations were developed on Azure-hosted platforms which were in the process of being transitioned to another environment

  • Adherences to evolvement Payment Card Industry (PCI) standards and Open Web Application Security Project (OWASP) requirements

solutions

  • A four-phased modernization effort to incrementally address challenges across each platform.

  • Technology upgrades including the addition of REST API and Vue.JS based front-end interfaces for enhanced user experience and system integration.

  • Adoption and utilization of agile project management

  • Development of technology that’s in alignment with industry recognized security standards and PRITS protocols

conclusion

  • Enhanced functionality and user experience for both external and internal stakeholders.

  • Improved efficiency in trademark processing, from registration to renewal and cancellation.

  • Modernized architecture ensures scalability and maintainability for future enhancements.

  • Incremental deliverables provide continuous value to PRDoS throughout the modernization process.

  • Compliance with accessibility standards (WCAG AA) and data security regulations ensures a future-proof solution.
